Kedves Ivan,
azt irod Gareval kapcsolatban, hogy a "szemetbehozatal csak 
feltelelezes". Annakidejen sokat foglalkoztam ezzel. Akkora nagy 
egetot akarnak, hogy mint a KTM egyik szakembere kifejtette, nem lesz 
itthon fizetoekepes kereslet iranta. Akkor pedig majd jon az 
egetnivalo kulhonbol, hiszen mennie kell. .

A dioxin szerves? Nem szerves. Az a szerves, amit a termeszet 
eloallit es le tud bontani. A szen-klor kotes termeszetidegen. Csak 
igen keves ilyen molekula van a termeszetben, pl. a klorocid. (Lasd

Ugy latszik, jo hatassal van a vilag batorsagara, hogy Clinton ilyen 
kemenyen fel merte venni a kesztyut a cigaretta-ipar ellen (i.e. csak 
fekete-feher, kep nelkuli, szoveges hirdetest enged csak meg a 
cigarettara, gyerekek szamara nem tul elerheto helyeken; betiltja a 
cigaretta-automatakat, stb.).

Along with a bill placing strict limitations on smoking, a final draft of a 
bill ON RESTRICTING CIGARETTE ADVERTISEMENTS has been completed and is 
ready to be submitted to Parliament, according to officials at the Ministry 
of Trade and Industry. The bill, however, will probably not be voted on 
until the end of the year, officials say.
The bill states that advertisements for tobacco products must not encourage 
people to smoke as a habit, cannot target youths, and cannot be broadcast 
on radio and television, in accordance with Hungary's media law. The 
advertising bill has been the subject of debate for years. Not 
surprisingly, Hungary's tobacco industry had argued for a liberal 
advertising law, while the health officials had argued for a strict one. 
Finally, government officials decided that the advertising bill must be 
tabled in Parliament together with bill "On Protecting the Rights of 
Non-Smokers" (EELM: Hungary -- September 1996, vol. I, no. 5 - see 
below). The first versions of the non-smokers bill were delayed because they di
d not 
harmonize with aspects of the advertizing bill since it would have totally 
forbidden tobacco ads.
        According to the draft of the non-smokers bill, smoking would be 
prohibited in all workplaces, except in special spaces set aside from the 
work area. Smoking would also be prohibited in cars and trucks if such 
places were considered workplaces. 
In addition:
-Individuals under 18 years of age would be prohibited from buying 
cigarettes. 
-Smoking would be prohibited in schools. 
-Cigarette machines would be illegal. 
-Restrictions would be placed on the stores that sell tobacco products. The 
National Health Service would determine which stores could sell tobacco 
products. 
-Bars, restaurants, and night-clubs would have to apply to local government 
mayors to gain status as legal smoking areas. 
-Some medical care for those diagnosed with smoking related illnesses would 
be provided free.

The Welfare Ministry has completed a draft proposal ON PROTECTING THE
RIGHTS OF NON-SMOKERS, which places a wide range of restrictions upon
the 3.5 million Hungarians who smoke. The proposal is now under review
by the National Health Commission of the Health and Welfare Ministry.
It will be forwarded to Parliament this fall after review and approval
by the Ministry.
     According to the draft, smoking would be prohibited in all workplaces,
except in special spaces set aside from the work area. Smoking would
also be prohibited in cars and trucks if such places were considered
workplaces. In addition: -Individuals under 18 years of age would not
be able to buy cigarettes; -Smoking would be prohibited in schools;
-Cigarette machines would be illegal; -Restrictions would be placed on
the stores that sell tobacco products. The National Health Service
would determine which stores could sell tobacco products; -Bars,
restaurants and nightclubs would have to apply to local government
mayors to gain status as legal smoking areas. 
     The proposal faces considerable opposition. The Ministry of
     Industry
and Trade wishes to keep cigarette sales at their current levels
because of the considerable tax revenue that comes from the industry,
according to the magazine Heti Vilaggazdasag. Hungary's tobacco
industry also opposes the proposal as hurting the rights of smokers
and being unfair to an industry that they say is losing money in
Hungary. The four largest tobacco companies (R.J. Reynolds, British
American Tobacco, Reemstma and Philip Morris) paid a total of $89
million in value-added taxes and $285 million in sales taxes last
year, helping to pay for 4% of the Hungarian state budget. The tobacco
industry accounts for 2% of  Hungarian GDP.
