COALITION TALKS IN SLOVAKIA. The first round of coalition talks
between the Movement for a Democratic Slovakia and the
Association of Slovak Workers began on 7 October, TASR reported.
ASW Chairman Jan Luptak said that because of his party's interest
in the advancement and prosperity of Slovakia, the ASW would be
glad to give tacit support to a coalition between the MDS, the
Slovak National Party, the Party of the Democratic Left, and
possibly the Christian Democratic Movement. Also on 7 October,
the MDS held its first round of talks with the Common Choice
coalition (of which the PDL is the largest member). Common Choice
representatives said the negotiations signaled that agreement
could be reached in many areas, and both sides said another
meeting would take place shortly. PDL Chairman Peter Weiss,
however, said his party is against removing President Michal
Kovac and that it supports a stable constitutional system. Common
Choice also began talks with the Hungarian coalition on 7

HUNGARIAN SOCIALIST PARTY HOLDS CONGRESS. At the end of their
three-day congress, HSP delegates on 9 October reelected by an
overwhelming majority Prime Minister Gyula Horn as party
chairman, MTI reports. Horn told the delegates that since it was
founded five years ago, the HSP has established itself as an
equal partner of the conservative and liberal parties. Finance
Minister Laszlo Bekesi appealed to the delegates to support the
government's harsh economic measures and stressed there was no
realistic alternative to the government's economic program. The
congress stated in a final communique that conditions for steady
economic growth have to be created before a social democratic
welfare program can be implemented. It regretted that creating
the conditions for such growth entailed economic burdens for the
population and promised special assistance for the needy. --

ROMANIAN-HUNGARIAN MEETING. The second Romanian-Hungarian Civic
Forum, meeting in the Romanian mountain resort of Poiana Brasov
from 7 to 9 October, focused on relations between ethnic
majorities and minorities, Radio Bucharest reports. The gathering
was organized by the Romanian Pro-Democracy association and the
Pecs-based Hungarian-Romanian Friendship Association, with
financial support from the European Union. Addressing the
conference on 8 October, Romanian President Ion Iliescu termed as
"exaggerated" the belief that relations between Romania and
Hungary were tense. He expressed hope that the two countries
would soon sign a bilateral treaty. Participants in the meeting
noted an improvement in Hungarian-Romanian relations under the

Police Law for More Effective Crime Prevention
Budapest, September 30 (MTI) - THE Police Law, passed
by Parliament by unanimous vote six months ago, comes into
force on October 1.
To make crime prevention more effective, the new
legislation allows with court permission for secret
intelligence gathering, plea bargain, the setting up of
cover ventures and police control over security services
and private detectives.
Secret methods will be applicable mainly to
investigate cases of international crime, drug trafficking,
money forgery and crimes involving the use of arms.
Under the law, operation of the police force is
directed by the government via the interior minister. The
prime minister appoints and relives the national police
chief at the proposal of the interior minister.
The police is in charge of public security and
domestic order, as well as alien-police tasks related to
foreigners' entry, stay and immigration, and refugee
procedures.
The law forbids policemen to use torture, coercive
interrogation, cruel, inhuman or humiliating means, and
requires them to refuse to obey instructions for such
conduct.
It is also stipulated that towards exposure of
deliberate crimes punishable by two or more years of
imprisonment, the police - with preliminary consent from
the prosecutor - can obtain related data from financial
institutes, the tax authority and telecommunications
companies. Data supply is free and compulsory.
Hungarian Constitution Modified
Budapest, September 30 (MTI) - HUNGARY's constitution
was amended today in Parliament with 261 votes for and one
against. (Under Hungarian law, the Constitution can be
only modified with approval from at least two thirds of the
deputies, i.e. 256 of the 386.) The modifications were
needed because of planned amendments to the law on local
municipalities and related electoral regulations.
Opposition parties boycotted voting by leaving the
chamber. Ivan Peto, chairman of the Alliance of Free
Democrats (AFD), the minor party in the governing
coalition, said there had not been any grievances to
justify opposition MPs leaving the session. The government
did not carry out a fait accompli, neither did the
opposition gave any sign of being seriously offended during
earlier discussions, Peto said.

Budapest, September 30 (MTI) - THE institution of
self-dissolution was laid down in the constitution, notably
that the body of representatives in a local council can
dissolve itself in the event of incapacity to operate,
before the deadline of its mandate, thus ending the mandate
of the mayor as well.
The constitution was expanded with the introduction of
the institution of minority local government elections.
These elections are given by the law on ethnic minorities,
but since the law was endorsed by Parliament, the
constitution had not yet been amended.
By the same token, paragraph 70 was changed in order
to empower non-Hungarians, residents in and immigrants to,
Hungary to cast their ballot - specified under a separate
act - at local elections, as figures in the act on local
government elections.
The third amendment in the constitution stipulates
that the mayors and the mayor of Budapest as well as
members of the county general assembly shall be elected
directly.
The fourth amendment corrects the clauses in the
constitution terminating the legal institution and office
of the republican commissioner on the day of local
government elections.
Parliament Passes Law Amending Act on Local Elections
Budapest, September 30 (MTI) - PARLIAMENT today passed
a law amending the act on local elections. 224 MPs voted
for the act, one against and 2 abstained.
Hungarian Democratic Forum, Christian Democratic
People's Party, Independent Smallholders' Party, and
Federation of Young Democrats MPs left the hall in protest
before the vote on amending the constitution. They did not
justify their walkout to Parliament.
Under the amendment passed today, the local government
election is held in one round, and the valid vote threshold
disappears.
Mayors including the mayor of Budapest will be
directly elected. The system of recommendations also
changes: candidates for local deputies and mayors will need
more supporters than in the past.
Another novelty is that the elector can simultaneously
support several candidates, but can recommend one candidate
only once. The new law brings changes in villages of more
than 10,000 people: the number of deputies electable will
drop slightly, and a so-called compensation list is to be
introduced.
The electorate will not vote for this list, but the
mandates will be distributed on the basis of fragmentary
votes - that is votes not cast for the winners - in the
individual constituencies.
Members of the county general assembly will be
directly elected in two constituencies per county: villages
with more or fewer than 10,000 residents will form separate
constituencies.
In the capital, voters cast their ballot for
individual district candidates, while 40 per cent of the
seats in the district body of representatives will be
shared out on the basis of fragmentary votes. The strength
of the capital's general assembly will drop, its members
will be elected by voters, while the delegates of districts
will not be elected members at the general assembly.
National and ethnic minorities can request the staging
of minority local elections within ten days of an election
being called, but no census on minorities will be held.
This election will be held in one round too, and its
outcome will be valid if at least 50 valid votes are cast
in villages with fewer than 10,000 residents, and at least
100 in the districts of the capital and villages with more
than 10,00 residents.
Parliament Amends Act on Local Councils
Budapest, September 30 (MTI) - Parliament today
amended an act on local authorities with 220 votes for, two
abstentions and no votes against. Opposition MPs had
earlier walked out of the hall.
The changes enhance the role played by mayors, provide
for a local government system in Budapest, the distribution
of tasks of the county general assembly and village local
authorities, and terminate the legal institution of
republican commissioners.
The new act regulates links between local councils and
ethnic minority local councils to be set up after the
elections.
Hungarian-American Diplomatic Negotiations in New York
New York, October 1 (MTI) - THE ADMINISTRATION in
Washington views with definite sympathy and understanding
the endeavors of Hungarian foreign policy to settle
relations with the neighbouring countries, U.S. Deputy
Secretary of State Strobe Talbott told Hungarian Foreign
Minister Laszlo Kovacs here today.
The two diplomats met at UN headquarters in New York
on Friday.
Also present were U.S. ambassador in the U.N.
Madeleine Albright and several senior American diplomats.
Kovacs underlined Hungary's commitment to adjust to
the North Atlantic integration process as soon as possible
and gave an outline of Hungarian ideas about the European
Union and NATO.
Kovacs later told MTI he had stressed at the meeting
that Budapest regards the idea of joining NATO as a long
term objective, and now focuses on being as actively
involved in the partnership for peace program as possible.
This program, he said, can create Hungary's
adaptability to NATO on the one hand, and contribute to
enhancing confidence between Hungary and its neighbours on
the other.
For his part Talbott stressed that the U.S. pinned
great hopes on the CSCE summit conference due to be held in
Budapest in December: in his view the top priority facing
the meeting will be for the CSCE to adjust its structure to
the requirements of international life and make its crisis
prevention and managing mechanism more effective.
At the same time Talbott reiterated the well known
American position that the CSCE cannot replace security
institutions - such as NATO for instance - which have
played a fundamental role in recent decades.
Kovacs said he was substantially briefed by Talbott
about the recent summit meeting between President Clinton
and President Yeltsin in Washington.
Temporary Ban on Sale of Powder Paprika in Hungary
Budapest, October 1 (MTI) - A TEMPORARY ban has been
imposed on the sale of powder paprika in stores and markets
throughout Hungary.
The Ministry of Industry and Trade has banned sale
after paprika adulterated with poisonous substance has been
found in several places in Hungary. A number of people have
been taken ill.
Staff members with the State Health Institute, the
Commercial Quality Control Institute and the Supervisory
Board for the Protection of Consumers have been
continuously checking warehouse stocks, restaurants and
food processing plants to prevent the sale of paprika
"treated" with lead.
The minister of industry has issued a decree under
which all powder paprika in retail and wholesale trade must
be collected in ten days.
It has not been decided whether to examine the
quantity of paprika estimated at about 100 to 150 tons, and
whether to put on sale the makes found clean or to destroy
the whole shipment.
In Hungary 8,000 to 9,000 tons of powder paprika are
ground annually.
Nearly half of this quantity is exported, while the
other half sold in domestic markets.
Processing of this year's paprika crop has already
begun, which means that clean paprika will soon be sold
across the country.
Kovacs Confers with Butros Gali in New York
Washington, October 2 (MTI) - HUNGARIAN Foreign
Minister Laszlo Kovacs wants to maintain close
institutional and personal links with UN Secretary General
Butros Ghali, as chairman of the Conference on Security and
Cooperation in Europe, Kovacs told the secretary general at
UN headquarters in New York on Saturday.
Kovacs outlined the main endeavors of Hungarian
foreign policy, adding that Hungary was invariably
committed to the principles laid down in the UN Charter.
Both politicians stressed the importance of
strengthening the crisis managing and preventing activity
of the UN. Kovacs supported the recommendations formulated
in the "peace program" of the secretary general.
They also touched on issues related to a division of
labour between the world body and regional institutions.
Kovacs said that its aim as chairman of the CSCE (Hungary
will hold this post next year) would be to develop a more
practical and successful division of labour in peace
maintenance and crisis management between the UN and the
CSCE.
Kovacs also invited Butros Ghali to attend the CSCE
summit conference in Budapest this coming December.
For his part Butros Ghlai spoke at length about a
conference convened by the world body for next spring to
discuss social questions of progress in Copenhagen.
He invited the Hungarian heads of state and government
to the conference, adding it was of particular importance
for a country that had gained experiences about social
problems of transition to be represented at the conference
at high level.
Kovacs later met his Maltese counterpart Guido de Maco
who gave a high assessment of the policy pursued by the new
Hungarian government towards neighbours, and its endeavors
aimed at securing human and minority rights according to
European norms.
He pledged Malta's support for these goals at forums
of the CSCE and the Council of Europe. They discussed tasks
stemming from the associate agreement concluded with the
European Union.
Guido de Marco renewed an invitation to President
Goncz to visit Malta (this is probably to take place next
year when he visits Italy), discussed cultural and
scientific cooperation, and the introduction of am honorary
consular institution representing Malta in Budapest.

USD 33 Million Invested Into Hungary Through OPIC
Budapest, October 3 (MTI) - THE Overseas Private
Investment Corporation (OPIC) of the United States has
cooperated in USD 33 million worth of investment in Hungary
so far, deputy state secretary for the Ministry of Industry
and Trade Istvan Major said at a pressconference on the
background of the OPIC delegation's visit to Budapest, held
in Budapest on Monday.
The 39-member OPIC delegation, which represents 26
U.S. firms and banks, is to have talks with 80 to 100
leading Hungarian business people over the following three
days. The Americans are primarily interested in the
country's electric energy, crude oil and natural gas,
chemical, and pharmaceutical sectors, Major explained.
Until the end of last year, USD 7.1 billion was
directly invested into Hungary. Of this sum, 43 per cent
came from the U.S., and the current number of
Hungarian-U.S. joint ventures is some 300, Molnar said.
IMF Calls for Stricter Economic Measures
Budapest, October 3 (MTI-ECONEWS) - IMF officials have
amore pessimistic view of the Hungarian economy than the
government and have called for stricter austerity measures,
Finance Minister Laszlo Bekesi said in an interview
published in Monday's "Magyar H!rlap".
Bekesi met Massimo Russo, European director of the
IMF, in Madrid prior to Monday's IMF-World Bank meeting.
The IMF is of the view that Hungary's net
international debt should not increase in 1995 and that the
current account deficit should not exceed total direct
foreign cash investment next year. The Hungarian government
projects a USD 2-2.5 billion C/A deficit and direct foreign
capital investment of USD 1.5-2 billion in 1995.
The Hungarian government has targeted a current
deficit of the general government (not including principal
debt repayments) of 6-7 per cent of GDP in 1995. The IMF,
however, argues that this ratio should not be higher than
4-5 per cent.
IMF officials have also stated that the level of wage
increases calculated by the government for next year is too
high. The Hungarian government expects gross wages to rise
at a rate 5 percentage points behind inflation in 1995.
While the government intends to carry out only an
internal restructuring of the system of welfare payments,
the IMF has urged welfare cuts. The IMF also advocates
substantial devaluation of the forint in order to encourage
exports but Bekesi said that was no justification for this
policy.
Although there is currently a wide divergence between
the two positions, Bekesi said that there would be several
further rounds of talks in an attempt to reach a consensus.
The Finance Minister is to meet IMF president Michel
Camdessus on Monday and will also hold further talks with
Russo.
The Hungarian government intends to reach agreement
with the IMF on a three-year extended credit facility by
the end of this year in order that the IMF's
decision-making bodies can approve the agreement in March
or by May at the latest.
Horn Meets Flemish Prime Minister
Budapest, October 3 (MTI) - HUNGARY would welcome it
if the European Union specified the date of starting talks
on its full membership, and expects Flanders to back this
endeavor, Hungarian Prime Minister Gyula Horn told his
Flemish counterpart Luc van den Brande in Budapest today.
Van den Brande, who is on an official visit to
Hungary, said the Flemish regional government would meet
the request favourably. In his view, the talks may start in
1996, or early 1997 at the latest. He said that European
integration should be deepened and enlarged simultaneously.
For this reason, the Flemish government sees a good chance
for Hungary's admission to the European Union.
Hungarian Minister of Industry and Trade Laszlo Pal,
who attended the talks, told MTI that so far 70 Flemish
companies had made investments in Hungary. The two
governments have now decided to encourage this process. Pal
expressed the hope that cooperation would intensify between
Hungarian and Flemish companies.
A list of Flemish and Belgian aid projects in which
Hungary could be involved in was also looked at. Pal said
that Hungary was interested in joining various
Trans-European energy distribution and communication
networks, and promoting cooperation in agriculture, the
food industry and tourism.
IMF General Assembly - Hungarian Finance Minister's
Statement
Madrid, October 3 (MTI) - HUNGARIAN Minister of
Finance Laszlo Bekesi, currently holding talks in Madrid,
voiced regret over the fact that the competent body of the
International Monetary Fund (IMF) was unable to reach a
decision on expanding the credit sources of the member
states.
Bekesi, who is representing Hungary at the 1994
General Assembly of the IMF and the World Bank, told
Hungarian journalists that the Hungarian government could
have acquired an SDR 150 million surplus through a 20 per
cent raise in quotas.
The country could have used this amount without any
restrictions and external conditions to any end, for
instance, to improve its balance of payments.
Hungary, as a country in transition from a planned to
a market economy, would also have shared from the possible
expansion of the IMF's reserve fund (proposals ranged
between SDR 16 and 30 billion.)
As regards the stand-by loan suspended in September of
1993, Bekesi said the organization "does not consider the
agreement on this to be in effect", thus Hungary at present
has no valid agreement with the IMF.
Talks are expected to resume in Budapest in the second
half of October.
The Hungarian government would like a three-year
agreement, while the IMF wants a one-year agreement for the
time being, and would be ready to extend this to three
years depending on the fulfillment of the accepted
obligations.
Hungarian Foreign Minister on Slovakia and South Slav
Crisis
New York, October 3 (MTI) - HUNGARIAN Foreign Minister
Laszlo Kovacs said he is convinced that irrespective of the
composition of the Slovak government to be set up in the
wake of the elections, it will be just as interested in
improving relations as Hungary is.
Kovacs detailed his views to journalists in New York
on Monday, following his speech to the U.N. General
Assembly session.
He added that Hungarian diplomacy is naturally
prepared for all ventilates, however, the outcome of the
Slovak vote will not influence the Hungarian position with
respect to the basic agreement.
Kovacs said the new Hungarian government is the
government of 10.5 million Hungarian citizens in the
constitutional sense of the word, at the same time, it
considers it both a political and moral obligation to
maintain relations with Hungarians beyond the borders.
With respect to the South Slav conflict, he said a
settlement, the lifting of the embargo and the renewed
involvement of Yugoslavia in the community of nations can
only be possible if Belgrade's political conduct shows a
demonstrable change, once and for all, as regards the
Bosnian conflict.
As to lifting the arms delivery embargo afflicting
Bosnia, Kovacs said he believes this would be meaningful
and useful only if it promotes the settlement of the
conflict. "I, personally, am not convinced about this," he
said.

New Leaders at the Head of State Holding Co.
Budapest, October 4 (MTI) - HUNGARIAN Prime Minister
Gyula Horn has, with effect from October 3, 1994, relieved
acting director Lajos Csepi, chairman of the board Arpad
Bakay, and seven other members of the board of directors
from their posts in the State Holding Co.
The Prime Minister has at the same time appointed,
with effect from October 4, Istvan Farkas, Maria Illes,
Tamas Reti and Miklos Kamaras as members of the board of
directors.
At the same time, Istvan Farkas has been authorized
to take over the post of chairman of the board of
directors, until further notice.
Hungary Ready to Negotiate with Any Slovak Government
Budapest, October 4 (MTI) - PRINCE Norodom Sirivudh,
deputy prime minister of the Kingdom of Cambodia, will pay
an official visit to Budapest from October 11 to 13,
foreign affairs spokesman Gabor Szentivanyi told his
regular weekly press conference here today.
The spokesman said that relations between Hungary and
the royal government in Cambodia had developed
satisfactorily since its establishment after the UN-
supervised elections in Cambodia held in May, 1993, and
the future high level visit was a sign of this. The
spokesman said that foreign minister Laszlo Kovacs who is
attending the UN General Assembly in New York had conveyed
to Hans van den Broek, a member of the European Commission
in charge of foreign affairs, on September 30 the
Hungarian draft document prepared for the upcoming Essen
summit conference, containing Hungarian observations on
the EU strategy for the admittance of Central European and
Eastern European countries.
Kovacs expressed satisfaction at the fact that the
Commission had consulted with the affected associate
member countries in the elaboration stage of the document,
and expressed the hope that this cooperation would be
continued as the document is finalized.
In answer to a question about Hungarian-Slovak
relations after the recent elections the spokesman said
that Hungary would like to continue the dialogue with any
Slovak government, as Prime Minister Gyula Horn had
indicated in a radio interview on September 18, and as
foreign minister Laszlo Kovacs had repeated in a statement
last Tuesday.
Hungary is confident that Slovakia will display the
same readiness to continue dialogue.
Finance Minister comments on IMF talks
Budapest, October 4, (MTI) - The International
Monetary Fund seems to be willing to sign a stand-by
credit agreement with Hungary for 1995 and a three-year
agreement will be signed if Hungary complies with the
terms of utilization of this credit, Finance Minister
Laszlo Bekesi told Hungarian journalists in Madrid. Bekesi
is in Madrid for the annual IMF meeting.
Bekesi's meeting with IMF president Michel
Camdessuss, originally scheduled for Monday, will now take
place on Thursday, the daily "Nepszabadsag" reports.
The current 18-month IMF stand-by credit agreement
will expire at the end of this year and Hungary would like
to sign a three-year credit agreement with the IMF.
Hungary called on only the first trench of the 18-month
stand-by credit facility. Talks on future IMF credit for
Hungary will continue in Budapest in October.
Bekesi told Hungarian journalists that IMF officials
had said that Hungary had failed to comply with the
conditions of its current stand-by credit agreement. Both
Massimo Russo, European director of the IMF, and Lewis
Preston, president of the World Bank, pointed out that
Hungary's external financial balances had significantly
deteriorated and expected the country to take steps to
halt the worsening of its balance of payments position.
Bekesi claimed that the international financial
institutions tended to blur the distinction between the
problems of Central European countries and the former
Soviet Union. He added, however, that increasing balance
of payments and central budget deficits were widely
regarded as being a particularly Hungarian problem.
The cause of these problems is generally seen as
being the fact that consumption in
Hungary has fallen by a lesser extent than GDP, he added.
Bekesi indicated that adjustments in the
redistribution of incomes would be made next year in order
to cut the surplus wage outflow. Bekesi expressed his
disappointment that no decision was taken in Madrid on
Sunday on the expansion of the IMF's resources, which
could have meant a possible additional SDR 150m credit
facility for Hungary. Ministry Statement on Paprika
Restrictions
Budapest, October 4 (MTI) - THE government has taken
immediate measures in order not to jeopardize exports of
powdered paprika and of products containing paprika, and
to preserve the reputation of the entire Hungarian food
industry, a Ministry of Industry and Trade statement
published on Tuesday states.
A screening of all 537 companies which use paprika
has found that a strict checking system was used at all
production plants and that no regulations had been
violated. This means that it is impossible that
adulterated paprika has been used in the preparation of
food products, the ministry statement stresses.
In order to safeguard paprika exports, the ministry
has ordered that export licenses will in future be granted
only to those who have submitted a quality certificate
relating to a lead content test with quality attestation.
Until now, the issue of export licenses has been subject
to the presentation of quality attestation only.
The customs authorities have been instructed that
they should carry out the customs clearance only of
paprika preparations which have certificates of lead
content testing.
The retail and wholesale sale of paprika was
suspended as of October 1 and stocks will be examined. The
stocks of large consumers (public catering, public health
institutions, the army, etc.) are also being tested.
Compensation from the Ministry of Industry and Trade's
market intervention fund will be paid to those retailers
who can prove that paprika to be confiscated was legally
bought from a licensed wholesaler.
Szeged Paprika Rt and Kalocsa Agricultural Rt will be
responsible for providing supplies to replace paprika
withdrawn from trade. The stocks of these two reputable
companies are sufficient to meet domestic needs and to
maintain exports.
The ministry believes that the normal trade of
paprika can be restored within ten days.
On September 29, the government decided that paprika
should be included in the group of products laible for
excise duty. The relevant amendment to the law will be
discussed by the government next week and submitted to
Parliament with a request for urgent approval.
Several people have already been arrested in
connection with the adulteration of paprika with dangerous
colouring agents and further arrests are expected in the
course of the investigation. Press reports claim that some
15 per cent of all paprika on the market has been
adulterated. (Econews)
Talks on Hungary's EU Entry May Start in 1996, Flemish PM
Says
Budapest, October 4 (MTI) - IN line with the Belgian
federal position, the Flemish state government believes
that the European Union should not only be strengthened
but even enlarged, Flemish prime minister Luc van den
Brande told a news conference in Budapest today, ending
his official visit to Hungary.
"My negotiating partners here are strongly committed
to Hungary's soonest possible integration into Europe," he
said.
According to the Flemish prime minister, talks on
Hungary's EU entry as a full member may start in 1996, or
in 1997 at the latest.
"The European Union needs Hungary as a partner," Van
den Brande said, adding that admission would be
conditional on many factors but the decision would
eventually depend on political will.
The Flemish prime minister recalled that Hungary and
Flanders signed an inter- governmental cooperation
agreement on Monday. Accordingly, a Hungarian-Flemish
joint committee will meet in December to discuss concrete
cooperation projects.
Van den Brande said that next year Flanders would
also mark the 50th anniversary of the death of Hungarian
composer Bela Bartok, and in 1996 it would take part in
celebrations marking the 1100th anniversary of the arrival
of Magyars in the Carpathian Basin.

Goncz Signs Laws on Local Government Elections
Budapest, October 4 (MTI) - HUNGARIAN President Arpad
Goncz on Wednesday signed a package of laws on local
government elections approved by Parliament last Friday.
The laws can thus be published in Hungary's Official
Gazette and come into force.
The president is going to call local elections for
December 11. Under the new laws, it will be a one-round
election valid without any lower limit set for voter
turnout or proportion of valid votes. From now on, mayors
will be elected directly.
Hungarian Airspace In The Direction Of Belgrade Open
Budapest, October 5 (MTI) - THE Hungarian authorities
have opened the country's airspace as fast as they could
following a limited suspension of the embargo imposed by
the UN against Rump Yugoslavia.
Marton Nemeth, director of the competent Hungarian
aviation authority, told MTI today that one Aeroflot plane
had not received a permit in time to fly over Hungary to
Belgrade.
He said an application submitted by the Russian
airline, delivered at 13.35 hours (GMT) to launch flights
on Mondays, Wednesdays and Sundays to Belgrade via Hungary
had at first been rejected in the absence of a UN permit.
A notification to this effect was sent to the Russian
airline after 15.00 hours on Tuesday.
Subsequently the relevant UN bodies notified the
Hungarian aviation authority about the 100 day suspension
of UN Security Council Resolution 757/2 on Wednesday at
12.20 hours (GMT).
The Hungarian authorities immediately acted to lift
the restriction imposed on Hungarian airspace, and once
that had happened, notified Aeroflot that they would permit
flights 161 and 162 to go ahead.
As a result of these measures the restriction was
lifted at 12.24 GMT, and a few minutes later the Hungarian
authorities granted a flight permit to the Russian airline.

Budapest, October 5 (MTI) - FOREIGN affairs spokesman
Gabor Szentivanyi told MTI here today that a partial
suspension of the embargo imposed against Rump Yugoslavia
had taken effect on Wednesday at 5 a.m.
Civil flights could be started toward Yugoslavia
during the 100-day trial period, but this
did not apply to cargo flights.
The spokesman added that cultural and sports contacts
could be renewed, noting that U.N. observers are on the
spot monitoring the effectiveness of the border blockade in
Bosnia.
If they see that the embargo imposed on Bosnia is not
working, a complete blockade can again be imposed against
Rump Yugoslavia within five working days.
Hungary would like to see an end to the causes that
led to the embargo, and then sanctions imposed on Belgrade
could be lifted.
Szentivanyi said that as a matter of course Hungary
would abide by the position of the international community
in this matter.
Gyula Horn Sole Candidate for the Post of Party Chairman
Budapest, October 5 (MTI) - THE nominating commission
preparing the upcoming congress of the Hungarian Socialist
Party due to be held this weekend has nominated Gyula Horn
as the sole candidate for the post of party chairman, press
officer Andras Bard told MTI here today after the
commission had considered recommendations from local party
organizations.
The nominating commission headed by foreign minister
Laszlo Kovacs agrees with a planned amendment of the party
statutes to allow the introduction of the post of deputy
chairman.
Acting deputy chairman and the head of the party's
parliamentary group Imre Szekeres has been nominated for
the post of deputy chairman.
Two candidates are expected to be nominated for the
post of acting deputy chairman: the commission has proposed
member of the presidency Sandor Csintalan MP, and Vilmos
Fedor MP, party leader in Borsod County.

Intro: The Conference on Security and Co-operation in Europe
began its meeting in Budapest Monday, among concerns from East
European countries about too much Russian influence on the
organization. Stefan Bos reports from Budapest, the future of
the CSCE is an important topic during the discussions.
Text: Representatives from over 50 member states including
Russia and the United States will review the role of the
Conference on Security and Co-operation in Europe especially in
peacekeeping missions.
Government officials of East European countries fear too much
Russian military influence in the neighboring countries.
Sam Brown, the head of the U-S delegation, told reporters there
is not yet an agreement with Russia about peace keeping
missions in states of the former Soviet Union.
Mr. Brown also said the United States disagrees with Russia that
the decision making body of the CSCE has to be made smaller.
He said the smaller states, and East European Nations, are also

"You can not get a consensus. The smaller states feel
very strongly that they would be seriously harmed and
that the value of CSCE for them would be seriously
compromised. So it has been their opinion that this is
not a good direction."

Mr. Brown said it is important to make the CSCE a more
influential organization. That view was shared by Hungary's
foreign minister Laszlo Kovacs.
In his opening statement at the conference, Mr. Kovacs said the
CSCE has not been a very effective organization since its
establishment in 1975. He said their are many security problems
in Central and Eastern Europe, due to a lack of cooperation
between each other.

Europe feel not secure. And the West, which enjoyed a
democratic tradition and better economic standards,
feels disturbed if others ask for assistance or wants to
join the organization(s)."

Security issues are likely to dominate the agenda during the
summit between U-S president Bill Clinton and Russian president
Boris Yeltsin who will close the conference. They are expected
to meet each other on the 5th and 6th December in Budapest.

SLOVAKIA'S REFERENDUM CAMPAIGN GETS UNDER WAY. The radio and
television campaign for Slovakia's first referendum kicked off on
10 October, but no political party has shown an interest in
participating, TASR reports. The referendum, to be held on 22
October, asks the question "Do you agree that a law proving the
sources of money used in privatization should be passed?" The
Democratic Union, Christian Democratic Movement, and Hungarian
coalition have all questioned the need for such a referendum,
particularly because it could be used retroactively. Meanwhile,
if such a referendum is passed, it will not require that a
parliamentary law be approved, since the constitution stipulates
that deputies should vote according to their conscience. --

PARTY OF THE DEMOCRATIC LEFT ON SPLIT, NEW CABINET. PDL Deputy
Chairman Milan Ftacnik assured journalists on 10 October that his
party will not split, saying such a move would make no sense with
local elections approaching, TASR reports. The party's
disappointing showing in Slovakia's recent parliamentary
elections has triggered growing speculation that a split is
imminent, particularly in light of the Republican Council session
scheduled for 15 October, at which possible leadership changes
are to be discussed. PDL Deputy Chairman Alzbeta Borzova denied a
recent CTK report saying that Chairman Peter Weiss and other
party leaders have offered to resign. Weiss said his party's
closest ally is the Association of Slovak Workers, which was
established within the framework of the PDL. He has also said
that it is "highly improbable" that a coalition with the
Hungarian parties can be created since it would require ASW
support and important changes to the Hungarian coalition's

HUNGARIAN FOREIGN MINISTER ADDRESSES CSCE CONFERENCE. Addressing
the CSCE conference in Budapest on 10 October, Laszlo Kovacs
warned there is a "security hiatus" in Europe and that numerous
countries, especially in Central and Eastern Europe, feel
insecure, MTI reports. He argued this poses new dangers and
upgrades the role of the CSCE as the only pan-European
organization. Kovacs went on to say that since the CSCE lacked
the means to act as the sole guarantor of European security, a
comprehensive defense structure must be established that provides
a forum for all countries unable to join Western security

CANADA TO ABOLISH VISA REQUIREMENT FOR HUNGARIANS. MTI and
Western news agencies reported on 10 October that Canada will
abolish visa requirements for Hungarians beginning 1 November.
Canadian Minister for Citizenship and Immigration Sergio Marchi
said Hungary will be the first East European country whose
citizens will not need visas. Marchi told reporters in Budapest:
"For my government, the necessity that Hungarians obtain visas is
a hangover from your country's pre-democratic days." Canadians
have been able to travel to Hungary without a visa since 1990. --

A Kulugyminiszter tajekoztatta a sajto kepviseloit a kornyezo
orszagokkal torteno viszony rendezesere tett erofeszitesekrol.
Mint elmondta Ausztriaval a legjobbak a kapcsolataink, kisjugoszla eseten
pedig meg kell varni a delszlav viszony rendezodeset. Ezert eloszor is
szlovakia iranyaban kezdik a szalak szorosabbra fuzeset. Ebben a hatarok
serthetetlensegenek kerdese, a hatarontuli magyar kissebbsegek velemenyenek
meghallgatasa, az alapszerzodes megvitatasa es a Duna vizmegosztasanak temaja
a kiindulopont.
Romaniaval mar megallapodtak a fobb feladatokban, es a korabbi elkepzelesekkel
kapcsolatban nem latszott fobb valtozas. A kisebbsegi kerdesek rendezese
nyilvan szamukra is fontos az europai szervezetekbe torteno belepes szandeka
eseten.
Az Europa-tanacsba integralodasunk kerdeseben az a tarca velemenye, hogy
harom kategoriaban kell gondolkozni. az elso azon allamok csoportja amelyek mar
megkozelitettek a belepes feltetelrendszeret, a masik csoport az Europa
hatarain elhelyezkedo allamok kerdese, a harmadik Oroszorszag velemenye.

Nemzetkozi konferencia az EU csatlakozasert
J.P. van Iersel, a holland kuldottseg vezetojenek zarszavaval ert
veget Budapesten az Europa Mozgalom nemzetkozi konferenciaja. A
Magyar Tudomanyos Akademian megtartott rendezvenyt az Europa
Mozgalom Magyar Tanacsa, es a Holland Europa Mozgalom szervezte,
cseh, lengyel, szlovak es szloven kuldottek bevonasaval.
A szakertok az Europai Uniohoz valo csatlakozas, es a regionalis
egyuttmukodes kerdeseinek tekinteteben kiemelten foglalkoztak a
gazdasagi folyamatok alakulasaval. Eppen ezert a tanacskozason ennek
problemaitkulon munkacsoportban vitattak meg.
A konferencia utan kerdessel fordultunk Dr.H.H.M. Sondaal urhoz,
a budapesti holland nagykovethez, aki valaszaban elmondta, hogy
orvendetesen fejlodnek orszaga es hazank kozott a kulkereskedelmi
kapcsolatok. Remeheto, hogy ezt az utobbi idokben a magyar
viszonylatban mutatkozott passzivum sem zavarja meg. A hazajukba
iranyulo szall!tasaink segitesere - a holland gyakorlat miatt
sajnos - nem hozhatnak kozponti intezkedest, de szorgalmazzak a
cegek kozotti egyuttmukodest. Annal is inkabb, mivel a gazdasag
szereploinek onnallo kezdemenyezese jobb eredmenyt hozhat.
Hagyomanyosan jo mezogazdasaggal rendelkezo orszagaink gazdasagi
egyuttmukodesi programcsomagjabol kulonosen sikeres a
szarvasmarhatenyesztesi egyuttmukodes. A kertszeti,
gyumolcstermesztesi projekt, valamint a farmgazdasagi segelyprogram
eredmenyeivel - tapasztalata szerint - a holland resztvevok nagyon
elegedettek. Az a kerdes, hogy a magyarok is igy gondoljak-e -
fejezte be szavait (szinte koltoi krdssel) Dr. Sondaal nagykovet
ur. A konferencia eredmenyet ertekelo kuldottek ugy lattak, hogy e
tanacskozassal mindenkeppen hianypotlo szerepet betolto szervezodes
indult utjara. Az elkepzelesek szerint letrehozhato egy Holland-
Magyar Forum, es egy mar szoban megkotott tavadatszolgaltatasi
egyuttmukodes, (ennek lapunk a MET lenne az alapja). Mindezek
hozzajarulhatnak a tersegunkben meg erzekelheto gazdasagi,
gazdasagpolitikai vaakum megszuntetesehez, es Magyarorszag EU tag-
saganak eleresehez.
